“On Postal Service”

This Law regulates relationships in the field of postal services. According to this Law postal services are provided by postal service operators on a contractual basis pursuant to the Rules of provision of postal services approved by the Cabinet of Ministers of Ukraine. The national operator ensures provision of the unified postal services within the entire territory of Ukraine in compliance with the list approved by the Cabinet of Ministers of Ukraine.
The Law determines principles of state regulation in provision of postal services (Art.9), competence of the bodies of executive power in this field (Art.8) and authorities of bodies of local self-government (Art.12).
According to this Law the unified accounting and reporting time, being in force in Ukraine, shall apply to provision of postal services and the Ukrainian language shall be used in this sphere. The issue of the language use in international postal service is regulated according to international agreements of Ukraine ratified by the Verkhovna Rada.
The issue of postal secrecy protection in the field of postal services is highlighted in Art.6 of the Law.
The Law stipulates principles of tariff regulation in the sphere of provision of postal services (Art.9), standardization and certification of postal service means (Art.10), functioning of postal service networks under the circumstances of martial law, national emergency and emergency situations (Art.20).
The Law defines rights and obligations both of operators (Art.17) and users (Art.19).
Operators are liable for violations in provision of postal services according to the Article 18 of the Law.
Besides, the Law specifies usage peculiarities of postal service means (Art.23), economic basis for operators' activities (Art.24), and principles of international cooperation (Art.27).
