“On Ratification of the Agreement on Friendly Relations and Cooperation between Ukraine and the Eastern Republic of Uruguay”

The Agreement on Friendly Relations and Cooperation between Ukraine and the Eastern Republic of Uruguay (hereinafter referred to as “Agreement”) was concluded on April 25, 2012 in Montevideo.
The Law ratifies the Agreement.
According to Article 1 of the Agreement, Ukraine and Uruguay shall develop friendly relations between each other, on the basis of sovereign equality of the two states, non-use of force or threat of force, upholding the principle of peaceful dispute resolution, non-interference in internal affairs, respect for national minorities, the people’s right for self-determination, and fulfillment of international obligations.
Ukraine and Uruguay shall cooperate in order to maintain and strengthen world peace, non-distribution and prohibition of weapons of mass destruction, achieve complete and total disarmament, including the usual types of armaments, according to international law and national legislation in this sphere. Ukraine and Uruguay shall foster a mutually beneficial and comprehensive cooperation rooted in the principles of equality and mutual interest, in the spheres of trade, economy, science and technology, culture, education, health care, mass media, tourism and sports (Article 2 of the Agreement).
Article 3 of the Agreement provides that Ukraine and Uruguay shall, according to their national legislations and international obligations, facilitate creation of a contractual legal framework that shall stimulate development of trade and other types of economic cooperation between the two states, including incentives for and mutual protection of investments. Ukraine and Uruguay shall make all efforts to establish contacts and trade relations between state and private companies, trade organizations, financial institutions, industrial and agricultural enterprises of both states, according to the current legislation of the Party States and international law.
Ukraine and Uruguay shall cooperate in the sphere of environmental protection and in the scope of international environmental protection treaties that they are party to, as well as according to the norms of international law (Article 5 of the Agreement).
According to Article 6 of the Agreement, Ukraine and Uruguay shall facilitate expansion of contacts between citizens, governmental and non-governmental organizations, trade unions, associations, educational and cultural institutions, research institutes, mass media, youth and sports organizations of the two states.
Ukraine and Uruguay shall exchange experience and cooperate in combating organized crime, international terrorism, illegal trafficking of narcotic and psychotropic substances, weapons, counterfeit money or educational degrees, state and other papers, air and maritime piracy, contraband of all types, including illegal trafficking of cultural valuables. Ukraine and Uruguay shall strive to conclude appropriate agreements in order to guarantee mutual legal assistance in civil and criminal cases (Article 7 of the Agreement).
The Law aims to:
- strengthen friendship and cooperation between Ukraine and Uruguay based on the principles of sovereign equality and mutual respect;
- further develop fruitful cooperation between Ukraine and Uruguay in the political, economic and humanitarian spheres;
- expand contacts between citizens of Ukraine and Uruguay, and strengthen contacts between governmental and non-governmental organizations, trade unions, associations, educational and cultural institutions, youth and sports organizations, etc.
