"On Amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine on the Number of Members of Parliamentary Factions (Deputy Groups) and Their Dissolution"

The Rules of Procedure of the Verkhovna Rada of Ukraine were adopted by the Law of Ukraine "On the Rules of Procedure of the Verkhovna Rada of Ukraine" N1861-VI of February 10, 2010.

The operating procedures of the Verkhovna Rada of Ukraine, its bodies and officials, its principles of establishment, organization of activities and dissolution of parliamentary factions (deputy groups) of the Verkhovna Rada of Ukraine shall be regulated by the Constitution of Ukraine, the Rules of Procedure of the Verkhovna Rada of Ukraine, and the Laws of Ukraine "On Committees of the Verkhovna Rada of Ukraine", "On Status of People's Deputy of Ukraine", and "On Interim Investigating Commissions, a Special Interim Investigating Commission and Special Interim Commissions of the Verkhovna Rada of Ukraine" (Article 1 of the Rules of Procedure of the Verkhovna Rada of Ukraine).

The Law amends Article 58, part 1 of the Rules of Procedure of the Verkhovna Rada of Ukraine, according to which parliamentary factions shall be formed of people's deputies elected through voting lists of political parties, and people's deputies nominated by a political party in single-mandate districts. When a parliamentary faction is formed, it can also include people's deputies elected in single-mandate districts who registered as self-nominated people's deputy candidates, or people's deputies nominated by a political party that did not take part in deputy mandate distribution based on the election results, provided that such people's deputies observe the principles of activity of such faction.

According to the new version of Article 60, part 4 of the Rules of Procedure of the Verkhovna Rada of Ukraine, a parliamentary faction (deputy group) with a membership below the minimum number of people's deputies established in Article 59, part 4 of the Rules of Procedure of the Verkhovna Rada of Ukraine shall be announced dissolved by the Head of the Verkhovna Rada of Ukraine, 15 days after occurrence of the above fact.
