"On Institution of Government Aid to Injured Participants of Mass Civil Protests and Their Family Members"

According to Article 1 of the Law, injured participants of mass civil protests in Ukraine that started on November 21, 2013, and family members of the deceased participants of mass civil protests in Ukraine that started on November 21, 2013, are entitled to government aid, in cases and under conditions envisaged by the Law. The procedure for institution and payment of government aid to the injured participants of mass civil protests and their family members, as well as the list of documents required to institute government aid under this law, are determined by the Cabinet of Ministers of Ukraine. Work related to the institution and payment of government aid to injured participants of mass civil protests and their family members is organized by the central executive authority that provides for creation of state policy in the spheres of labor relations and social security of the population.

Article 2 of the Law provides definitions of terms "mass civil protests", "participants of mass civil protests" and "family members of participants of mass civil protests".

According to Articles 3 and 4 of the Law, the following types of government aid are instituted for injured participants of peaceful protests and their family members:
  • aid provided in relation to the death of a family member who took part in mass civil protests, provided that their death was directly related to participation in mass civil protests (UAH 1,000,000);
  • aid provided in relation to grievous bodily harm suffered by a participant of mass civil protests (UAH 700,000);
  • aid provided in relation to moderate bodily harm suffered by a participant of mass civil protests (UAH 500,000);
  • aid provided in relation to light bodily harm, beatings or torture suffered by a participant of mass civil protests (UAH 200,000);
  • aid provided in relation to destruction or damage of property of a participant of mass civil protest (in the amount of expenses required to restore such property or purchase property of equivalent value).

Expenses to pay government aid to injured participants of mass civil protests and their family members are covered by the reserve fund of the State Budget of Ukraine for 2014 (Article 5 of the Law).
