"On Amendments to Certain Laws of Ukraine Relating to Social Protection of Homeless Persons"

The Law amends Article 34, part 1 of the Law of Ukraine "On Local Self-Government in Ukraine", to include the following into the authority delegated to executive bodies of village, township and city councils:
  • organizing for provision of social services to homeless persons;
  • implementation of measures aimed at preventing homelessness, according to law.

According to amended Article 23 of the Law of Ukraine "On Local State Administrations", a local state administration shall also:
  • create a network of centers for homeless registration, provide for improvement and development of their facilities and infrastructure, improving their service level and quality;
  • implement measures aimed at preventing homelessness, according to law.

According to the Law (amended Article 34, part 7 of the Law of Ukraine "On Election of the President of Ukraine"), the head of a registration center that records homeless persons according to law, or head of the social service that includes an organizational unit for recording homeless persons located within the appropriate administrative territorial unit, submits information about:
  • voters that were registered at the official address of the center after the last day of the period for which information required by law was provided to the body that maintains the State Register of Voters;
  • voters that were de-registered at the official address of the center after the last day of the period for which information required by law was provided to the body that maintains the State Register of Voters.

The voting address of a voter without a registered place of residence is determined by approval with the registration center that records homeless persons according to law, or with the social service that includes an organizational unit for recording homeless persons, or by the body that maintains the State Register of Voters, based on a motivated address of the voter (amended Article 8, part 3 of the Law of Ukraine "On the State Register of Voters").

The Law also amends Article 22, part 8 of the Law of Ukraine "On the State Register of Voters", according to which the head of the registration center that records homeless persons according to law, or head of the social service that includes an organizational unit for recording homeless persons, submits information about voters that were:
  • registered at the official address of the center during the previous month;
  • de-registered at the official address of the center during the previous month.
