The Law of Ukraine

Education system in Ukraine consists of:
- pre-school education;
- general secondary education;
- out-of-school education;
- vocational education;
- higher education;
- post diploma education;
- post-graduate studies;
- Doctor's degree studies;
According to the Law “On Education” the citizens of Ukraine shall have the right to free of charge education in all state educational establishments. At the same time the Law determines that foreign citizens, stateless persons shall be educated in Ukrainian educational establishments pursuant to the current legislation and international agreements.
The Law establishes the following educational qualification levels:
- qualified worker;
- junior specialist;
- specialist, master.
The scientific degrees are:
- Candidate of Science;
- Doctor of Science.
To academic status refer:
- senior scientist;
- associate professor;
Educational establishments in Ukraine shall be created by:
- bodies of state executive power;
- bodies of local self-government;
- enterprises, institutions, organizations regardless to the ownership form;
The procedure of educational establishments creation, reorganization and liquidation shall be set by the Cabinet of Ministers of Ukraine.
Educational establishments operate on the basis of own statutes which shall be approved. For example, the statute of private educational establishment (except higher educational establishments) shall be approved by the local bodies of state executive power and bodies of local self-government. The statute of private higher educational establishment shall be approved by the Ministry of Education and Science of Ukraine.
Educational establishment shall start its activity if it has the license for activity connected with provision of services for getting education and training of specialists of different proficiency levels. The license shall be issued in the procedure established by the Cabinet of Ministers of Ukraine.
The procedure of elections of heads of educational establishments shall depend on ownership form and subordination of educational establishment. For example, the head of state educational establishment shall be elected by advertising a vacancy and shall be appointed by the Ministry of Education and Science of Ukraine or other respective ministry by concluding contract with him. The heads of private educational establishments shall be appointed by prior agreement with the respective education management bodies of local bodies of executive power and bodies of local self-government.
The state shall control activity of educational establishments through central and local education management bodies and State Educational Establishments Inspection at the Ministry of Education and Science of Ukraine.
